What is the ruling regarding a watch picked up from the Grand Mosque in Makkah and kept by the finder for four years; should it be returned to the Grand Mosque or should its value be given in charity?

It is not permissible to take a lost item from the Sacred Precinct (Haram) except for one who will announce it, based on the Prophet's (peace be upon him) saying: "Its lost item is not permissible for anyone except for one who will announce it." The aforementioned item must be returned to the Grand Court in Makkah to be handed over to the committee in charge of lost items in the Haram. This will absolve one's responsibility, along with repentance to Allah for the oversight.
