Is it obligatory to verify a beneficiary's commitment to prayer before donating money to them or sponsoring them?

If the charity is voluntary, then it is not obligatory to investigate whether the recipient prays or not, as it is permissible to give it even to a disbeliever. It is, however, preferable to earmark it for the righteous and virtuous. But if it is given to a fasiq (transgressor) or a disbeliever, it is permissible, and there is a reward in general. As for obligatory charity, it is not given to a disbeliever.
