Is jihad an individual obligation (fard al-ayn) in light of the violation of Muslim rights by foreign invasion, and what is the ruling on those who remain behind, possessing no means but ready for jihad if mobilized, and who are constrained by the circumstances of a nation where governance is not according to Allah's law?

Jihad, for the exaltation of the word of Allah and the protection of the religion, is an obligation upon those who are capable of it. The ruler is exclusively responsible for initiating it and organizing armies. Therefore, it is incumbent upon scholars to demand this from him, and upon capable Muslims to answer his call. Whoever falls behind without a valid excuse is sinful.
