Is the Imam's permission required for Jihad in the way of Allah?

If the enemy attacks Muslims, fighting them becomes obligatory, and the Imam's permission is not required in such a case. As for jihad aimed at conquest and spreading Islam, the Imam's permission is essential to maintain order and prevent chaos.

Scholars have clarified that the matter of jihad is entrusted to the Imam and his discretion, and the subjects are obliged to obey him in what he deems appropriate. The Imam's permission prevents the chaos resulting from declaring war without assessing circumstances and strength.

Jihad for the exaltation of Allah's word and the protection of religion is an obligation, but it must involve the dispatch and organization of armies, and this falls under the purview of the Muslim ruler, because there can be no well-being for religion and worldly affairs except with the existence of leadership that organizes people's affairs, establishes justice, and conducts jihad.

It is not permissible for an army to invade without the Imam's permission, because those addressed by the command of jihad are the rulers. If people were allowed to invade without the Imam's permission, the matter would become chaotic, leading to great corruption.
