Is lowering the gaze related to unveiled women only, and not veiled women?

The Sharia has forbidden everything that leads to indecency, and has commanded the hijab and lowering the gaze. The jurists have agreed on the obligation for a woman to cover her entire body except for the face and hands, and they have differed concerning the covering of these two and the ruling on looking at them. It is permissible to look at a woman wearing the niqab if it is without lust, and forbidden if it is with lust.
