What is the ruling on looking into the eyes of women if they are wearing the niqab?

Looking at the face of a non-mahram (definition) woman with lust is forbidden by the consensus of jurists. As for looking without lust, when there is no fear of temptation, the preponderant opinion is that it is forbidden except out of necessity.

Therefore, looking at the eyes of women who wear the niqab, if it is with lust, then it is forbidden. If it is out of necessity, then it is permissible. If it is without lust and without necessity, then it is also not permissible. Al-Shirbini explicitly stated the prohibition of looking at a woman who wears the niqab, from whom nothing is visible but her eyes and their surroundings, especially if she is beautiful.
