Are those in charge of the course entitled to prevent the electronic booklet from being published, knowing that its price has been paid and that it has become the property of the one who paid?

It is not permissible to give a copy of the textbook to your friend as long as its owners have stipulated an absolute prohibition of publishing. If its author has stipulated the prohibition of private and public copying, then it is absolutely impermissible.
