Is it permissible to pay Zakat al-Fitr from the financial allocations provided by the Swedish government, and is there a sin incurred for not paying it at its prescribed time, given that this is the first year it has not been paid?

Zakat (definition) al-Fitr is obligatory for anyone who possesses more than their and their dependents' sustenance and basic necessities for the day and night of Eid, whether the wealth comes from assistance or allocations. If one finds only enough to pay part of the Fitr, they are obligated to pay what they find. Whoever does not have anything in excess of their and their dependents' sustenance on the night and day of Eid is considered indigent, and Zakat is not obligatory upon them. Whoever neglects to pay Zakat, when it is obligatory upon them, must pay it as a make-up along with repenting for delaying it, as delaying it beyond the day of Eid is forbidden.
