Does dried blood on small wounds on the limbs [washed during] ablution prevent water from reaching [the skin], and is its removal obligatory?

The scab on wounds takes the ruling of the skin because it is connected to the body and its removal causes harm. It suffices to wash its surface without removing it, just as Al-Nawawi mentioned that a sore connected to the skin, under whose scab water cannot reach, is permissible for Wudu'. If dirt adhering to the body does not have to be removed, then the scab of a wound is even more deserving of not being removed.
