What are the rulings and times for the shortened prayer (Salat al-Qasr)?

Islam has permitted a traveler embarking on a permissible journey to shorten the four-rak'ah prayers, starting from the moment he leaves the populated area of his village. It is stipulated that the travel distance must not be less than four "burd" (equivalent to 83 kilometers).
