If the authority responsible for the excavation leaves the stones resulting from it for two years, this is an indication of its disinterest in them. What people abandon out of disinterest becomes permissible to take and own, and this does not require anyone's permission. For "whoever precedes to that which no Muslim has preceded him, then he has a greater right to it."
