Is it permissible to sell a program to a café (coffeeshop) that sells shisha?

If the cafe is specifically for selling tobacco (shisha) or if this is its predominant activity, then it is impermissible to sell software or anything else that assists it in its forbidden work, due to the Almighty's saying: "And do not cooperate in sin and aggression." However, if its predominant activity is permissible, and the sale of tobacco is rare within it, then there is a difference of opinion among scholars regarding selling to it.
