Is the verse "mudhammatan" the shortest verse in the Holy Quran by civil count, or is the verse "thumma nazara" shorter than it?

The shortest verse in the Quran is "Thumma Nazara" (Then he looked) from Surat Al-Muddaththir. It is shorter than "Mudhammatan" (Dark green), which some thought was the shortest verse. There are even shorter verses than these, such as "Wal-Fajr" (By the dawn) and "Wad-Duha" (By the morning brightness).
