Is it permissible to supplicate with, "O Allah, gather us with so-and-so [name of a person] - even if he be among the righteous - in the Paradise of Delight," or is that restricted to the prophets, such as the supplication, "O Allah, gather us with Your Prophet Muhammad, peace and blessings be upon him, in the Paradise of Delight?" And is that considered a commendation of the person?

If this supplication is a question to the supplicant and to the person mentioned that Allah may unite them in Paradise, then there is no harm in it and it is not considered a commendation. However, if it is said with certainty that the person is among the people of Paradise, then it contains commendation and a clear transgression, for no one is given certainty of Paradise. What is required from one who praises is to say: "I reckon so-and-so to be such, and Allah is his reckoner, and I do not commend anyone above Allah." It is better to generalize the supplication by asking to be joined with the righteous, as the prophets, peace be upon them, did, along with the preference for asking to accompany Prophet Muhammad, peace be upon him, in Paradise.
