How can one make up for missed Ramadan fasts due to menstruation over 9 consecutive years?
One must repent for delaying the making up of missed fasting days until the next Ramadan without a valid excuse. Whoever broke their fast must count the days they missed and make them up. Feeding the poor is not sufficient if one is able to make up the fasts. If one is able to make up some of the days, they should make up what they can, and the remaining days remain a debt upon them. If one is unable to make up the fasts now but will be able to in the future, they must make them up when they are able to, and it is not permissible for them to feed the poor instead. Feeding the poor is only permissible for those who are permanently unable to fast.
If one is able to make up the fasts and instead feeds the poor, the obligation is not lifted from them. In addition to repenting and making up the fasts, they must feed one poor person for each day they delayed making up until another Ramadan began, if they knew the prohibition of delaying. However, if they did not know, then only making up the fasts is required. The expiation does not multiply with the number of years. If one is unable to pay the expiation or make up the fasts due to a permanent inability, they must feed one poor person for each day, and that remains a debt upon them until they are able to, and they are not sinful for delaying until they are able. The father or husband is not obligated to provide her with what she needs to feed the poor, unless they voluntarily do so.
