When does the blessed month of Ramadan begin in Virginia (V.A) and Washington D.C. (D.C) in the United States?

The beginning of Ramadan (definition) is determined by sighting the new moon or by completing thirty days of Sha’ban, based on the Prophet Muhammad's (peace be upon him) saying: "Fast when you see it (the new moon) and break your fast when you see it. If clouds or darkness obscure it from you, then complete the count—the count of Sha’ban. Do not anticipate the month, and do not precede Ramadan by a day from Sha’ban." Therefore, sighting the moon is obligatory. If it is sighted, fasting becomes obligatory, as Allah Almighty says: "So whoever among you witnesses the month, let him fast it." If it is not sighted, then the count of Sha’ban is completed to thirty days.
