Is it permissible for someone with a facial disfigurement that prevents them from performing ablution (wudu') to pray?

Prayer is not waived for a servant as long as their intellect is present, even if they are exhausted and fatigued; they must perform it to the best of their ability. Allah Almighty said: "So fear Allah as much as you are able" and "And when you have completed the prayer, remember Allah standing, sitting, or [lying] on your sides." Imran ibn Husayn (may Allah be pleased with him) narrated: "Pray standing; if you are unable, then sitting; and if you are unable, then on your side." If one is only able to pray by gesturing, let them do so and not abandon it. And if one is unable to use water due to harm, it is permissible for them to perform tayammum (definition).
