A car is often a necessity, not a luxury. There is no justification for a father to prevent his daughter from owning and driving one, as long as she is skilled in driving. Accidents do not differentiate between a driver and a passenger. Therefore, the father should not be obeyed in this matter, and an attempt should be made to gently persuade him without openly disobeying him.
