Is selling visas permissible or forbidden, especially if they are sold at a lower price than what offices charge to select individuals with skills and needs?

Visas are not to be bought or sold because they represent a contract of sponsorship and donation. However, it is permissible for the one who obtains the visa to take an amount equivalent to his expenses and a wage for his effort if he incurred expenses, hardship, or travel in obtaining it. The one who was wronged by having to pay for the visa should not, in turn, wrong others. He should consider his action as an act of devotion and seek his reward from Allah, for recompense is of the same kind as the deed. And whoever helps his brothers, Allah will help him, for the Prophet, peace be upon him, said: "Whoever relieves a Muslim of a distress in this world, Allah will relieve him of a distress on the Day of Resurrection. And whoever eases the burden of a debtor, Allah will ease his burden in this world and the Hereafter. And whoever conceals a Muslim, Allah will conceal him in this world and the Hereafter. And Allah is with His servant as long as the servant is with his brother." And the Prophet, peace be upon him, also said: "The most beloved people to Allah are those most beneficial to people. And the most beloved deeds to Allah, the Mighty and Majestic, are happiness that you bring to a Muslim, or relieving him of distress, or paying off his debt, or warding off his hunger. And for me to walk with a brother to fulfill his need is more beloved to me than to seclude myself in this mosque — meaning the Mosque of Madinah — for a month. And whoever walks with his brother to fulfill his need until it is met, Allah will make his feet firm on the Day when feet slip."
