Is it permissible to seek religious knowledge and jurisprudential understanding while committing some transgressions, such as exceeding the speed limit and failing to adhere to the prohibition of bringing a mobile phone into work?

One must repent to Allah from all sins and abide by regulations and laws. However, a person's freedom from sins is not a prerequisite for seeking knowledge, for knowledge is light, and sins extinguish it. Therefore, one should strive diligently in seeking knowledge and not despair due to sins; rather, one must repent from them and struggle against the self to attain uprightness, for knowledge helps one adhere to the truth.
