Is the one who was able to ask about the ruling on something, but did not, held accountable and sinful if he commits the transgression?

A Muslim must learn the rulings of their religion before embarking on any action, especially if they have doubts about its permissibility. It is not permissible for them to do something they are ignorant of its ruling. Sacred texts, such as the Almighty's saying: "And do not pursue that of which you have no knowledge," indicate the obligation of knowledge before speaking or acting. Seeking knowledge is an obligation upon every Muslim to perform their acts of worship and transactions correctly. If one doubts a matter of their religion, they must hasten to ask and inquire from people of knowledge. Neglecting to ask out of carelessness or laziness is considered a dereliction of religious duty and exposes its perpetrator to punishment.
