What is the ruling on taking an interest-bearing loan from a bank to mortgage a house for the purpose of renting it out, when there is an urgent necessity?

Borrowing with usury is one of the gravest major sins and most severe prohibitions. It is not permissible except in cases of extreme necessity that would permit the consumption of carrion, such as someone who finds no other way. Allah Almighty says: "And He has enumerated for you what He has forbidden to you, except for that which you are compelled to [eat or use]," and He Almighty says: "But whoever is compelled, neither desiring [it] nor transgressing, there is no sin upon him."
