The first option is to refrain from supplicating against the oppressor and to forgive him. If it is unavoidable, then it is permissible to supplicate against the oppressor to the extent of his injustice, without exceeding it. Repeating the supplication or performing it only once is permissible as long as it does not exceed the authorized limit.
