Is it necessary to repeat the prayer if the worshiper wiped his ears with dry hands, or with new water after wiping the head?

Wiping the ears is a Sunnah, not an obligation. So, whoever omits it, their ablution is valid. This is the view of the majority. The opinion that it is obligatory relies on a weak hadith: "The ears are part of the head." The majority responded that even if it were authentic, it does not indicate obligation. As for wiping the ears with new water, there is no ثابت (sound/proven) evidence for it. The Sunnah is to wipe them with the water used for the head.
