What is the ruling of Islam regarding my situation and my father's situation, and how do I deal with him without going against the religion?

Spending on the family is an act of righteousness and benevolence, and its reward is immense. Through it, Allah opens the doors of His mercy and grants abundant provision. Nevertheless, the father should be encouraged to spend and reminded of the Prophet's (peace and blessings be upon him) saying: "It is sufficient sin for a man to neglect those whom he supports." He should also be reminded that he is a guardian and responsible for his charges, and that his actions constitute a betrayal of trust, all while observing good manners and filial piety. If he persists (in not spending), then continue to spend and seek help from righteous and virtuous people to mediate.
