Is it permissible to marry while suffering from bipolar disorder, and is it obligatory to inform the other party of this condition?

The questioner is advised to get married as long as he is capable and desirous of it, while being obligated to inform the fiancée of his mental illness for which he is undergoing treatment, even if his condition is stable, so that she is fully aware of his situation; based on the Prophet's (peace and blessings be upon him) saying: "Whoever deceives us is not of us."
