Is accepting a credit card offer (Visa Card) from an interest-based bank, which allows purchase and repayment without interest during a specified period, with the application of interest and administrative fees in case of delayed payment, considered Haram and a form of Riba An-Nasi’ah (interest on delay)?

The credit card is a loan from the bank to the customer, and every loan that draws a benefit is usury (riba). Therefore, it is not permissible for the bank to take an increase on the amount of the loan when there is a delay in payment. It is not permissible for you to proceed with taking it, even if you are confident of paying what you owe before the cause of interest arises, because proceeding with it while the forbidden condition exists is an acknowledgment of usury.
