Is it permissible to pay a sum of money to obtain an ICDL certificate for a job application, with the understanding that one will take the exam later, given that the certificate is a prerequisite for the application and cannot be obtained through normal means within the available time?

Purchasing the aforementioned certificate is a type of forbidden fraud and forgery, based on the Almighty's saying: "So shun the abomination of idols and shun false statements," and the Prophet's (peace be upon him) saying: "Whoever cheats is not of us," and his saying: "Shall I not inform you of the gravest of major sins?" - three times. We said: "Yes, O Messenger of Allah." He said: "Associating partners with Allah, and disrespecting parents." - He was reclining, then he sat up and said: "And beware of false speech and false witness." He kept repeating it until we said: "Would that he would stop."

Falsehood (Al-Zoor) is lying and describing something contrary to its true nature. It includes forgery and deception in documents and records, imitating others' handwriting and signatures with the intent to deceive and lie.
