Should I use the siwak before washing my hands or when rinsing my mouth?

The Prophet, peace and blessings be upon him, used to use the siwak before ablution, as mentioned by Aisha. This is the view of the Shafi'is and Malikis, who hold that one should begin with the siwak before reciting "Bismillah" or anything else. Al-Adawi mentioned two opinions on this matter: one, that the siwak should be used before ablution, and another, that it should be used when rinsing the mouth. The first opinion is the more authoritative one due to the established evidence supporting it.
