Is the hijab without the niqab more conducive to da'wah (calling to Islam)? And is the reality of the Ummah more bitter than the issue of hijab and niqab? And does citing the verses (Tell the believing men to reduce [some of] their vision) and (It is not lawful for you [to marry other] women after this, nor [even] to exchange them for [other] wives, even if their beauty should please you), and the hadith of Al-Fadl ibn Abbas and Asma bint Abi Bakr, and the fact that many female Companions did not wear the niqab, and the condition of uncovering the face during Hajj, negate the obligation of the niqab?

We have previously issued a detailed fatwa regarding the evidence for the obligation of covering the face and hands. In response to the misconceptions, we say: Hijab does not hinder da'wah (inviting to Islam); rather, it assists it by aligning words with actions. The bitter reality of the Ummah does not justify disobedience to Allah, for change begins within oneself. As for many female companions not wearing the niqab, this was before the hijab was mandated. After its فرض (mandate), they covered their faces. Uncovering the face is not a condition for Hajj; rather, a woman wearing the niqab is forbidden to cover her face while in ihram, and what is prescribed for a woman when men are present is the إسدال (draping of a garment over the entire body).
