What is the ruling regarding a husband's refusal to divorce his wife following a dispute, when he is attempting reconciliation and regretting his mistakes, but she insists on divorce?

Islamic law has provided the husband with means to reform his wife, through admonition, abandonment in bed, and non-violent physical discipline. As for insulting and cursing, these are forbidden. Some scholars are of the opinion that a husband cursing his wife or her family allows her to seek a divorce, and the harm is considered, even if it occurred only once. If the wife is the cause of the harm, scholars have differed regarding her right to divorce, and it is preferable to refer the matter to an Islamic court. Divorce should only be resorted to after all means of reform have been exhausted. If attempts at reconciliation fail, then two arbitrators, one from his family and one from hers, must intervene, as Allah Almighty says: "And if you fear dissension between the two, send an arbitrator from his people and an arbitrator from her people. If they both desire reconciliation, Allah will cause agreement between them."
