What is the ruling on a doctor writing a medical prescription for someone who is not ill, so that they may use it to claim back treatment costs from insurance companies?

Health insurance is of two types: cooperative and project-based, and commercial, which is forbidden. If commercial insurance is forbidden, it is not permissible to subscribe to it voluntarily. It is permissible to retrieve some money from it through available means, provided that one does not obtain more than what was paid. Ibn al-Qayyim said: "It is permissible for a person to lie to himself and others if it does not involve harm to that other, and if the lying helps him attain his right." As for cooperative insurance, it is not permissible to use methods of deceit and lying. If you have a right, obtain it through legitimate means.
