The answer

"Pharaoh" is a title given to every ruler of Egypt in his time, similar to "Negus" for the king of Abyssinia and "Tubba'" for the king of Yemen. It is not precisely known when the rule of the pharaohs began in Egypt, but they appeared after the prophets. It is mentioned in the histories of Al-Tabari and Al-Kamil that the first pharaoh was Al-Dahhak, who ruled Egypt when Ibrahim (peace be upon him) came to it. It is known that Ibrahim came after many prophets, some of whom are mentioned in the Quran and some are not, as stated in the verse: "And [We sent] messengers about whom We told you before and messengers about whom We have not told you" (An-Nisa: 164).
