How do we begin (reciting) Quranic words that start with a silent letter and are not preceded by a hamzat al-wasl (connecting hamza), such as: "ليقضوا" (liyaqḍū) and "ليقطع" (liyaqṭaʿ)?

It is not permissible to begin with a silent letter (sakin) nor to stop on a vowelized letter (mutaharrik). Words that cannot be started with must be preceded by what comes before them. If one is forced to stop on them, then one must begin with what comes before them. If one stops on them for the purpose of testing (ikhtibar), then one must begin them as vowelized, as that is the original state. An example of this is "thumma huwa," which begins with a damma (ضم) when stopping for testing.
