Will the one who fulfills the conditions of repentance be forgiven even if they do not say "Astaghfirullah wa atubu ilayh" (I seek forgiveness from Allah and repent to Him)?

Repentance is an act of the heart. Its conditions are: abandoning the sin, resolving not to return to it, regretting having committed it, restoring rights to their owners if the sin pertained to the rights of a human being, and that it occurs at its proper time. If these conditions are met, it is accepted and beneficial, even if no verbal expression of seeking forgiveness is made. As for seeking forgiveness alone, it does not necessitate forgiveness unless it is accompanied by repentance.
