What is the ruling of Islamic law on paying money to someone who claims to mediate for winning a lottery for land plots designated for citizens, and does the son bear a sin if he builds on this land?

The legality of drawing lots is established in Islamic law, as it is closer to justice and further from suspicion. Therefore, a father's attempt to circumvent the lottery is impermissible, and the money he demands as a result is a forbidden bribe for both the giver and the receiver. He must repent. As for the questioner building on the land, it is permissible because his father owned the land through a valid sales contract. His father's falling into the sin of bribery does not make the land forbidden for him, as long as he is rightfully entitled to it.
