Nevertheless, it is not forbidden as long as one lowers their gaze; rather, it is disliked with a 'tanzih' dislike (disliked but not sinful), due to the widespread nature of these objectionable things and the difficulty of avoiding them. Enjoining good and forbidding evil is tied to one's ability and capacity. As for objectionable things that are difficult to forbid due to their prevalence and widespread nature, the obligation to forbid them is waived due to extreme hardship and difficulty.
