Is it permissible for a factory owner to give his Zakat to the workers at the end of Ramadan, knowing that most of them are in good condition and pay Zakat?

Zakat (definition) has specific categories of recipients mentioned in the Holy Quran, and it is not permissible to give it to others. If someone gives Zakat to a person whom they believe to be poor, and it later turns out that the person is wealthy, there are two opinions among scholars: either it is permissible because they made an effort (ijtihad (definition)), or it is not permissible, and they must give it out again. The second opinion is more cautious. They may also reclaim the Zakat from the person who received it if that person knew it was Zakat and not rightfully theirs. Both the Zakat payer and the recipient must fear Allah and seek what is lawful.
