"Scholars have differed regarding the distance and duration of travel. What is relied upon by us is that the distance of travel is four 'burud' (83 kilometers), and the duration is four days or more. Therefore, whoever intends to reside for this duration becomes subject to the ruling of a resident and is obligated to complete the prayer. For this reason, you are obligated to complete the prayer and not avail yourself of the concessions of travel in Muscat, the Emirates, and Palestine if you intend to reside there for four days or more, while it is permissible to avail yourself of the concessions of travel when going to them."
