Whoever is entrusted with money is not allowed to dispose of it except as permitted. The treasurer of an association is entrusted with the money to safeguard it and deliver it to those entitled to it, and he is not permitted to borrow from it. The fatwas of the Permanent Committee and Sheikh Ibn Uthaymeen have stipulated that an entrusted person is not allowed to dispose of the entrusted money except within the scope of the permission granted to him. Sheikh Al-Fawzan stated that whoever uses deposits without the owners' permission has betrayed the trust and is liable for the money if it perishes, and its profits belong to the owners of the money, while the worker receives a wage commensurate with his work. Therefore, he must repent, seek forgiveness, and resolve not to repeat such an act.
