Is God's encompassing of the universe with His essence an attribute of action or an attribute of being?

God Almighty's encompassing of His creation is an inherent attribute, meaning that He, glorified be He, encompasses all things with His knowledge, power, and majesty, not like the encompassing of celestial spheres. He is above all things and distinct from His creation. God has described Himself as encompassing in many verses, such as His saying: "But Allah is all-encompassing behind them" and "He has encompassed all things in knowledge." The interpretation of the scholars for this encompassing is that it is an encompassing of knowledge and power, so nothing escapes His knowledge or His power. He encompasses all things such that there is no escape from Him, and nothing can incapacitate Him. It indicates the perfection of His knowledge and power, the absence of heedlessness and inability on His part, and a threat of punishment for the disbelievers.
