Is it permissible for the grandfather (the wife's father) to be the guardian for his granddaughter (his son's daughter) in the marriage contract, knowing that the girl's father is deceased and she has a paternal uncle who was not informed or consulted?

The maternal grandfather is not among the marriage guardians (awliya' an-nikah), and he is not permitted to عقد the marriage contract of the girl without the permission of her guardian (wali). If the guardian is absent and cannot be reached, then the guardianship transfers to the judge, or to the Muslim community (ahl al-hall wal-'aqd) such as Islamic centers. The maternal grandfather is not allowed to undertake the contract as long as one of her guardians is present. However, if no guardians are available, she can authorize her maternal grandfather to undertake the contract.
