Is it permissible to gradually advise girls regarding legal dress, by allowing them to wear a wide skirt and a long headscarf as a first step before transitioning to the izdal or wide abaya, especially in light of the current restrictions on niqab-wearing women and bearded men in Egypt? And is a female educator sinful if she prevents a girl from wearing the niqab at the present time out of fear for her due to the restrictions, especially since her father rejects it?

The Muslim is commanded to change evil and reduce it as much as possible. Wearing a skirt instead of trousers is less harmful and less sinful. However, it must be noted to female students that wearing a skirt in front of men is not permissible in Islamic law. Islamic rulings, after the completion of the religion, are to be taken in their entirety, and it is not permissible to gradually submit to them. The obligation of commands is tied to one's ability, as Allah Almighty says: {So fear Allah as much as you are able}.
