Why is the promise of Al-Hur Al-ʿAin (wide-eyed maidens) exclusively for men in the Holy Quran, specifically in Surahs Ar-Rahman and Al-Waqi'ah?

Males and females are equal in the origin of humanity and in religious obligation. Each of them has a share of what they have earned, and a woman is rewarded for a good deed tenfold, just like a man. Men and women are equal in Paradise in the general description of the people of Paradise.
