What is the ruling on removing the wing of a harmful pigeon and then releasing it, and is there any consequence for the one who does so?

Scholars have permitted clipping the bird's wing for a valid reason, citing the Hadith: "O Abu 'Umair, what did the little bird (Nughair) do?" Al-Hafiz, in 'Al-Fath', listed among the benefits of this Hadith: the permissibility of keeping birds in cages and clipping their wings. However, one should not clip a bird's wing and then release it, due to the potential torment it might suffer if it dies of hunger or thirst before predators can eat it.
