Is it permissible to obtain a Visa card from a usurious bank in order to receive a gift (such as a travel ticket) without using the card, while paying the annual fees?

Furthermore, the matter transforms into clear gambling for anyone who does not intend to use the card, as they would pay the card fees to enter a draw.
