Does the permissibility of some major sins mean that a person would say they are permissible?

Whoever deems permissible the major sins that are agreed upon, or denies something known to be an essential part of the religion, commits an act of disbelief (kufr). The act of deeming major sins permissible occurs merely by believing them to be permissible, even if the one who deems them permissible does not commit them. Imam Ibn Qudamah said: "And whoever believes something to be permissible that is unanimously agreed upon as forbidden, and its ruling is manifest among Muslims, and any doubt about it has been removed due to the texts mentioned concerning it, such as pork, adultery, and similar matters about which there is no disagreement, commits an act of disbelief."
