Is it permissible for me to be an Imam when there is someone who has memorized more of the Quran than me, but he does not perform the prayer correctly?

The one leading the recitation of the Book of Allah must be knowledgeable of the rulings of prayer and free from open sin (fisq).

If he does not know what is obligatory for him in his prayer, then the one who is knowledgeable of the jurisprudence of prayer should be put forward, even if he is lesser in recitation.
