Detaining a patient in the hospital without medical necessity, merely to benefit from the detention fees, is a betrayal of trust, a forbidden deception, and an unlawful appropriation of people's money. It is not permissible to do it, approve it, or assist in it. Allah Almighty says: (Indeed, Allah commands you to render trusts to whom they are due), and (O you who have believed, do not consume one another's wealth unjustly). The Prophet, peace be upon him, said: "Whoever cheats is not of us." Therefore, it is not permissible for a doctor to agree to this; otherwise, he would be a partner in sin. He must advise the hospital administration to avoid this deception.
