What is the ruling on taking the Musḥafs distributed by the government to pilgrims and distributing them to relatives and friends?

It is not permissible to take the Qur'ans distributed to pilgrims by the responsible authorities, because this defeats the intended purpose. Moreover, these Qur'ans have become an endowment (waqf) for the entity that designated them, and it is not permissible to spend an endowment on anything other than what it was designated for. Furthermore, it is possible to obtain Qur'ans from the entity that distributes them to citizens.
